Throwing expensive parts at a car in Horizon 6 doesn't automatically make it good. People do it all the time, then act surprised when the thing understeers into a barrier or spins the second they touch the throttle. Off-road is about control, not style points

Dirt, gravel, and cross-country events punish road tunes straight away. If the suspension is too stiff, the car just skips across the surface and loses traction every time the ground gets rough. Softer springs and more travel let the wheels stay in contact, which is what actually gives you speed off-road. AWD is usually the safer call too, especially when you're climbing, launching over crests, or trying to put power down in muddy sections. I also like gearing that leans toward low-end pull rather than endless top speed, because so many rally races are won in short bursts out of slower corners. It's less glamorous than a clean tarmac build, but when the route gets ugly, this is the setup that keeps you moving forward instead of sideways.

Use different tunes for different jobs

A lot of players hold themselves back by forcing one setup onto every event. That never really works. Save separate tunes for racing, drifting, and off-road use, and swap them depending on where you're headed. It takes a bit more time at first, sure, but the payoff is huge once each car starts feeling right in its own environment.
